Immigration, Refugees and Citizenship Canada (IRCC) issued 500 invitations to apply for permanent residence on July 10, 2026, in a category-based Express Entry draw for senior managers with Canadian work experience. The lowest-ranked invited candidate had a Comprehensive Ranking System (CRS) score of 392.
This is a timely update for candidates in Alberta and across Canada because it shows IRCC continuing to use category-based draws for applicants with Canadian labour market experience, not only broad all-program or Provincial Nominee Program rounds.

Who may fit the senior managers category?
IRCC’s category-based selection page states that candidates in the senior managers with Canadian work experience category must have accumulated at least 12 months of full-time work experience, or an equal amount of part-time experience, within the past three years. The experience must be in Canada and in a single listed senior-manager occupation.
The listed occupations are:
- Senior managers – financial, communications and other business services, NOC 00012
- Senior managers – health, education, social and community services and membership organizations, NOC 00013
- Senior managers – trade, broadcasting and other services, NOC 00014
- Senior managers – construction, transportation, production and utilities, NOC 00015
Candidates must also meet the minimum criteria for one of the Express Entry-managed programs and all requirements in the ministerial instructions for the round. A job title alone is not enough. Duties, work history, Canadian experience, language results, education, admissibility and supporting documents still matter.
Why this draw matters
The CRS 392 cut-off is lower than many recent Canadian Experience Class and Provincial Nominee Program Express Entry rounds. That does not mean Express Entry is broadly easier for everyone. It means IRCC selected a narrower group of candidates who met a specific category and program criteria.
For Edmonton and Alberta candidates, the draw may be especially relevant to senior leaders in construction, transportation, production, utilities, business services, health, education and community service organizations who already have eligible Canadian work experience.
What candidates should do now
1. Confirm the NOC and duties, not just the job title
Senior-manager NOCs are highly specific. Candidates should compare their actual job duties against the official NOC description and keep records that support the role, seniority, decision-making authority and employment period.
2. Check whether the Express Entry profile is current
The tie-breaking rule matters when multiple candidates have the same CRS score. Candidates should make sure their Express Entry profile, language test results, work history and personal details are accurate and up to date.
3. Prepare documents before an invitation arrives
After an invitation to apply, candidates normally have a limited window to submit a complete permanent residence application. Employment letters, pay records, language results, police certificates and civil documents can take time to prepare.
4. Consider Alberta pathways alongside Express Entry
Some candidates may also want to review the Provincial Nominee Program, including Alberta options, depending on their occupation, employer, work permit status and long-term settlement plans.

FAQ
Was this an all-program Express Entry draw?
No. This was a category-based draw for senior managers with Canadian work experience. IRCC’s data lists the Express Entry-managed programs connected to the round, but candidates still needed to meet the category requirements.
Does a CRS score of 392 guarantee an invitation?
No. A CRS score at or above the cut-off is not enough by itself. The candidate also had to meet the category requirements, program criteria and tie-breaking rule for this round.
Can Alberta senior managers benefit from this draw type?
Potentially. Alberta-based candidates with qualifying Canadian senior-manager experience may want to review whether their occupation, duties and Express Entry profile align with the category. Each case depends on the facts.
Should employers treat this as a hiring program?
No. Express Entry is a permanent residence selection system for candidates. Employers may still need separate advice on recruitment, work permits, LMIA requirements or compliance obligations.
